What Arizona requires when a cat arrives — whoever you are arriving from. These rules hang off the arrival, not the trip type: a flight from Frankfurt and a flight from Los Angeles are treated the same here. Requirements can change — always confirm with the authority before you travel.

The rabies vaccination must be given before entry, and the health certificate must document it.

Arizona does not require a titer test — but it is not accepted in place of proof of vaccination either. A titer result alone does not meet the requirement.
All dogs and cats entering Arizona need a Certificate of Veterinary Inspection from an accredited veterinarian, valid for 30 days. Copies must bear an original signature. No entry permit number is required.
APHIS Form 7001 has not been accepted since 1 July 2020 — the very form titled "Interstate & International". The authority also points out that airline requirements should be checked separately.
