⚠️ Notes & grey zone
Grey zone
gobierno.aw states conditions for the USA only; the customs page lists the USA and the Netherlands without conditions and refers other countries to the Veterinary Service. Germany/EU origin is not expressly regulated anywhere reachable; dvg.aw Veterinary Service pages are blocked (HTTP 403). No reference to the EU regime.
Notes
Aruba has its own law (Landsverordening invoer kleine dieren) and is not part of the EU. Customs page states an import ban for dogs/cats from South and Central America, Haiti, Dominican Republic, Cuba (except household effects with approval). The customs page words the rules for dogs and cats together.
