These are the requirements for entering Turkey with a dog, based on a departure from Germany/the EU. Requirements can change — always confirm with the relevant authority before you travel.

Microchip mandatory (ISO 11784/11785, HDX or FDX-B); owner must bring a reader if the chip does not conform.
Rabies vaccination Required
Yes – primary vaccination ≥21 days prior, ≤12 mo.
Minimum age / young animals Required
Valid rabies vaccination (pet ~12 weeks).
Rabies titer test Required
Rabies antibody titre >= 0.5 IU/ml in an EU-approved laboratory, sample at least 30 days after rabies vaccination; first test: 90-day wait from the test result before travel; the wait does not apply to later trips if the vaccination is renewed within its validity.
Health certificate Required
Official veterinary health certificate (TR/EN template) issued by the competent authority of the dispatching country at most 2 days before departure; clinical examination within 24 hours before movement.
Breed restrictions Prohibited
Entry forbidden for Pitbull Terrier, Japanese Tosa, Dogo Argentino, Fila Brasileiro and all crosses of these breeds; the Los Angeles consulate list also names Staffordshire Terrier.
