These are the requirements for entering Colombia with a dog, based on a departure from Germany/the EU. Requirements can change — always confirm with the relevant authority before you travel.
No advance permit; ICA issues the Certificado de Inspección Sanitaria (CIS) on arrival; up to 10 animals

Why 15 weeks? The rabies vaccination can only be given from 12 weeks of age, and it becomes valid 21 days later — so ~15 weeks is the earliest an animal can travel. This is the harmonised EU rule (Reg. 2016/429) and applies to travel within the EU too.
Yes – internal + external parasite treatment within 60 days, documented on the certificate
Government-vet certificate ≤10 calendar days before entry; Spanish translation recommended
Ley 746/2002: import of Pit Bull/American Pit Bull/Staffordshire/American Staffordshire + crosses BANNED; also dangerous: Rottweiler, Dogo Argentino, Fila etc.
Potentially dangerous dogs: registration in the municipal "Censo" + liability insurance + owner permit
Not mandatory; if present must be stated on the certificate; ISO recommended
Not required
No lab tests; but ICA requires extra vaccinations (dog: distemper/hepatitis/lepto/parvo/corona/parainfl.; cat: panleukopenia)
No quarantine with complete documents; otherwise home quarantine ≥15 days
These apply on the ground in the destination country — to everyone, not as an entry condition — and depend on the breed and situation (e.g. public transport, listed breeds).
Potentially dangerous breeds: leash + muzzle in public/common areas
The 10-day certificate, 21-day rabies and 60-day parasite windows are hard deadlines; check banned/dangerous breeds before booking
