Pet entry requirements: Dog → New Caledonia

These are the requirements for entering New Caledonia with a dog, based on a departure from Germany/the EU. Requirements can change — always confirm with the relevant authority before you travel.

🔴 Required

📝

Import permit Required

An import permit (permis d'importation) from SIVAP/DAVAR is mandatory; it is valid for a single import only, is time-limited and is issued only after a complete application (form I.DPA.NC.15/12, deposit for the quarantine place, original titre report, copies of chip card/vaccination record). Processing time per source: 12 working days.

🔖

Microchip Required

Identification by electronic microchip is mandatory (copy of the chip card must be submitted); the chip must have been implanted before the rabies vaccination. The source names no ISO standard.

💉

Rabies vaccination Required

A valid rabies vaccination is mandatory; for a primary vaccination it must date back more than 6 months, and it must remain valid at least one month after arrival in New Caledonia. Per the certificate the primary vaccination was given at 12 weeks of age or older.

🧪

Rabies titer test Required

A rabies antibody titre is mandatory: result at least 0.5 IU/ml, sample taken more than 3 months and less than 1 year before the export date, with no lapse in vaccination; analysis in an approved laboratory, chip number on the report. (Time limits appear in text only: one publisher domain, two-source rule not met.)

🔬

Other tests Required

Additionally mandatory: core vaccinations (distemper, canine hepatitis, parvovirus, kennel cough, leptospirosis; booster more than 14 days before departure) and blood tests within 45 days before departure for ehrlichiosis, Brucella canis, leishmaniasis and babesiosis. Positive results for leishmaniasis, Babesia gibsoni and brucellosis make the dog ineligible for export; for ehrlichiosis/Babesia canis treatment is required per the certificate.

🪱

Parasite treatment Required

Mandatory: two treatments against internal parasites (nematodes and cestodes incl. Echinococcus), at least 15 days apart, first within 45 days and second within 7 days before departure; external parasites (fleas and ticks) with a long-acting product at least 21 days before the blood sampling, continuous protection until the end of quarantine. All treatments by a veterinarian.

📄

Health certificate Required

Mandatory: veterinary certificate per model I.Cn.FR.01/23, completed after a clinical examination within 7 days before departure by a veterinarian authorised by the competent authority, countersigned by an official veterinarian and e-mailed to SIVAP immediately; the original accompanies the animal, in French (otherwise English). The model is sent with the permit. Note: the published model is worded for origin France, Germany is on the country list (see grey_zone).

🏥

Quarantine Required

Quarantine is mandatory: isolation in the public animal quarantine (Païta) for at least 10 days from arrival; the duration depends on flight schedules and operation of the quarantine, no visits allowed; costs borne by the importer. (Number in text only: one publisher domain, two-source rule not met.)

⚠️ Notes & grey zone

⚠️

Grey zone

The published dog certificate I.Cn.FR.01/23 requires residence "en France"; the protocol itself applies to Annex II countries incl. Germany (quote). The source does not say how a certificate for Germany as origin is handled; clarify with SIVAP (davar.sivap-qsa@gouv.nc). Protocol version 06 March 2023.

ℹ️

Notes

Entry to New Caledonia is governed by its own law (Arrêté 2014-333/GNC), not the EU regime. Germany is expressly listed as a country with negligible rabies risk (France, Germany, Sweden, Switzerland, Belgium); the animal must have lived in a listed country during the 6 months before departure. Air carriage only as freight in a sealed transport crate per IATA. For brachycephalic breeds the source advises a larger crate and a fitness-to-fly certificate. Cats have their own protocol and certificate (I.Ct.FR.04/23); the dog values do not automatically apply to cats (not evaluated).
